At 3w2, we continue to move forward with the development of IAICAT, an in-house project created with a clear ambition: to build an advanced digital platform, powered by artificial intelligence, capable of observing, organizing, and creating value from local and territorial information.
IAICAT is not designed as a conventional digital media outlet or simply as a news website. Its approach is deeper: we aim to create an intelligent infrastructure that helps detect relevant public information, organize it by territory, validate it, turn it into useful knowledge, and make it valuable for communities, organizations, businesses, and citizens.
In this new phase, we have started developing SITO, the Territorial Intelligence Observation System.
SITO will become one of the central components of IAICAT. Its role is to act as an internal platform for observing, analyzing, and managing territorial signals. Put simply: SITO will help us observe the territory more intelligently.
What Does This Mean?
In many small towns, local organizations, associations, businesses, public institutions, and citizen initiatives, valuable information is constantly being generated. Yet much of it remains scattered, underexposed, or difficult to track.
IAICAT is designed to work precisely in that space: not by competing with traditional journalism, but by creating a new technological layer for territorial observation and organization.
The goal is for artificial intelligence to help us identify relevant signals, organize them, cross-check them, and prepare them for editorial or informational processes, always with human judgment, control, and responsibility.
A Platform Built with Architecture in Mind
One of the most important aspects of this phase is that we are not building IAICAT as a simple collection of tools. We are working on a modular, scalable architecture designed to grow over time.
SITO is being developed as a platform with several functional areas: territorial observation, source management, signal classification, information validation, editorial preparation, operational control, and traceability.
All of this follows a clear principle: build a solid foundation before automating more advanced processes.
This decision matters because it helps us avoid improvisation. We want IAICAT to evolve safely, while preserving quality, technical control, and strategic coherence.
Artificial Intelligence, Applied with Judgment
IAICAT incorporates artificial intelligence, but not in a superficial or merely attention-grabbing way. For 3w2, AI must be integrated meaningfully, with clear boundaries and a practical purpose.
In this first phase, AI will support observation, classification, organization, and information preparation. We are not trying to replace human judgment, but to expand analytical capacity and reduce informational noise.

IAICAT has a clear territorial foundation. Its starting point is Catalonia and the desire to pay attention to local realities, especially in smaller municipalities and communities that are often left outside the major information flows.
At the same time, its technological vision is much broader.
SITO is not being conceived only as an internal component of IAICAT. It may also become a reusable technology foundation for other projects, organizations, or companies that need to observe scattered information, organize it, and turn it into useful knowledge.
This dual purpose is important for 3w2: IAICAT is an in-house project, but also a real-world laboratory for applied innovation.
What We Are Doing Now
In this phase, we have completed the initial planning for SITO v1 and started the first technical development work.
The priority for this first version is not to create a huge platform or automate everything from the beginning. The priority is to build a first functional workflow:
sources → signals → validation → current-affairs briefs → editorial queue
This workflow will allow IAICAT to begin operating in an organized way: identifying relevant information, structuring it, verifying it, and preparing it for future use.
It is a sober first phase, but a very important one. The quality of this foundation will determine the project’s future capacity.
